According to the “Planning and Revitalization Plan of the Petrochemical Industry” that has been issued for one year, the main objectives of the structural adjustment and transfer method are to achieve a major change in the industry, optimize the structure of raw materials and products, enhance the ability of technological innovation, and save energy and reduce emissions.
The relevant person in charge of the National Development and Reform Commission stated that at present, China’s oil dependence on foreign countries has exceeded 50%; natural gas import volume has also expanded with the increase in domestic demand. At the same time, this year is also a year in which China’s ethylene industry continues to grow rapidly. According to the progress of the project, it is expected that the annual new production capacity will exceed 2.5 million tons, and the total ethylene production capacity will exceed the 15 million tons mark for the first time.
The status quo of high external dependence also exists in the field of high-end petrochemical products, which in turn is a serious surplus of low-end product output and backward production capacity, and has become a difficult task to overcome when upgrading product structure. Another important goal of the chemical industry to adjust the structure and change the mode of development is to improve product quality and levels, including increasing the proportion of high-concentration fertilizers, expanding the scale of slow-release fertilizers, radial tires, ion-exchange membrane caustic soda, high efficiency, low toxicity, low residual pesticides, The proportion of low-pollution paints and dyes has increased significantly, and the self-sufficiency of high-tech products such as engineering plastics, fluorosilicone materials, and polyurethane materials has been further increased, and the refinement rate of chemical products has exceeded 45%.
Last year, the output value of the special chemicals industry featuring fine chemicals reached a growth rate of 16.8% for the whole year, and the production value accounted for 24.5% of the total output value of the chemical industry. This was ahead of the chemical industry. It is expected that this trend of development will continue this year. This also shows that over the years, industrial and product structural adjustments have achieved initial success.
It is understood that the rubber industry will focus on the development and production of products that meet a variety of foreign technical requirements and standards, increase energy-saving, environmental protection, and intelligent rubber products, and realize the upgrading of medium to high-end products from middle- to low-grade products; the structure of phosphorus chemical products will also be improved. Refinement and specialization will be developed to meet the needs of the high-end fields; strategic emerging industries such as new chemical materials and fine chemicals in new fields will also be developed under the support of relevant national preferential policies.
As the most powerful booster of structural adjustment, technological transformation and technological innovation also need to rise. In 2009, China made a series of major breakthroughs in the new coal chemical industry. The world’s first 600,000 tons/year of coal-to-olefins (DMTO) will be put into operation in the second half of this year. At the same time, during the three years of the implementation of the revitalization plan, complete sets of technical equipment including 10 million tons or more of oil refining, million tons of ethylene, and large-scale pulverized coal to syngas will be basically domesticated, and isoprene rubber and chlor-alkali industrial ion membranes will be industrialized. Technology breakthroughs have been made, and demonstration projects such as coal-to-oil, coal-to-olefins, coal-to-methane, and coal-to-ethylene glycol have been completed and put into production. Dry-process acetylene-based polyvinyl chloride and other technologies have become more mature.
The specific target of industrial energy-saving and emission reduction in 2010 that was convened by the National Conference on Industrial Energy Conservation and Comprehensive Utilization was: strive to reduce the energy consumption per unit of industrial added value by 7%, increase the comprehensive utilization rate of industrial solid waste by 1.5 percentage points, and completely complete the State Council. To 1.7 tons of standard coal; compared to the end of the "Eleventh Five-Year Plan" period, COD emissions fell by 8%, ammonia nitrogen emissions fell by 15%, sulfur dioxide emissions in the process decreased by 5%.
