Producer Responsibility Extension System Implementation Plan

The producer responsibility extension system refers to the system that extends the resource and environmental responsibility of the producer from its production link to the whole life cycle of product design, circulation consumption, recycling and waste disposal. Implementing the extension system of producer responsibility is an inherent requirement for accelerating the construction of ecological civilization and the development of green recycling and low carbon. It is of positive significance for promoting supply-side structural reform and manufacturing transformation and upgrading. In recent years, China has explored the implementation of the producer responsibility extension system in some areas of electrical and electronic products, and achieved good results. Relevant empirical practices should be replicated and promoted. In order to further promote the producer responsibility extension system, according to the "Notice of the Central Committee of the Communist Party of China and the State Council on Printing and Distributing the Overall Plan for the Reform of Ecological Civilization System", the following programs are formulated.

First, the overall requirements

(1) Guiding ideology. Fully implement the spirit of the Party's 18th and 18th Central Committee, the 4th Middle School, the Fifth Middle School, and the Sixth Plenary Session. In accordance with the decision-making arrangements of the Party Central Committee and the State Council, we will closely promote the overall layout of the "five in one" and coordinate the promotion of "four." (2) Basic principles. Government-driven, market-led. Give full play to the decisive role of the market in resource allocation, give better play to government planning guidance and policy support, and form favorable institutional mechanisms and market environment.

Clarify responsibility and advance according to law. Strengthen the rule of law thinking, gradually improve the relevant laws, regulations and standards of the producer responsibility extension system, and clarify the resource and environmental responsibility of the product life cycle according to the law.

Effective incentives and enhanced management. Innovate the incentive and restraint mechanism, mobilize the enthusiasm of all parties to fulfill resource and environmental responsibility, and form a sustainable business model. Strengthen the supervision and evaluation of the implementation of the producer responsibility extension system and continuously improve the management level.

Pilot first, key breakthroughs. Reasonably determine the scope of implementation of the producer responsibility extension system, and grasp the nodes and strength of implementation. Adhere to the pilot, summary, and promotion, gradually expand the scope of implementation, and steadily promote related work.

(3) Work objectives. By 2020, the relevant policy system for the producer responsibility extension system has taken initial shape, and the eco-design of products has made significant progress. The average recycling and recycling rate of waste products of key varieties has reached 40% on average. By 2025, the relevant laws and regulations of the producer responsibility extension system are basically perfect, the producer responsibility extension system in key areas is operating in an orderly manner, and the product eco-design is generally implemented. The proportion of recycled raw materials used in key products reaches 20%, and the waste product is recycled and recycled. The average rate is 50%.

Second, the scope of responsibility

(1) Carry out ecological design. Production enterprises should take into account the resource and environmental impacts of the selection, production, packaging, sales, use, recycling, and processing of raw and auxiliary materials, and carry out in-depth product eco-design. Specifically, it includes lightweight, singular, modular, no (low) harmful, easy to maintain design, as well as extended life, green packaging, energy saving, recycling and other design.

(2) Use of recycled raw materials. Under the premise of ensuring product quality performance and safety of use, manufacturers are encouraged to increase the proportion of recycled raw materials, implement green supply chain management, strengthen guidance to upstream raw material enterprises, and research and develop technologies for the detection and utilization of recycled raw materials.

(3) Standardizing recycling. Production enterprises can regulate the recycling of waste products and packaging through direct recycling, joint recycling or entrusted recycling, and directly dispose of them or dispose of them by professional enterprises. Responsibility for product recycling and processing can also be achieved by means of production companies paying relevant funds in accordance with the law and subsidizing professional enterprises.

(4) Strengthening information disclosure. Strengthen the information disclosure responsibility of production enterprises, and make the contents of product quality, safety, durability, energy efficiency, toxic and harmful substances as compulsory public information, open to the public; will involve the structure of parts and components, dismantling, waste recycling, raw material composition The content is disclosed as a targeted disclosure, and is disclosed to the main body of waste recycling and resource utilization.

Third, the key tasks

Taking into account factors such as product market size, environmental hazard and resource value, we will take the lead in determining the extension of the producer responsibility system for four types of products, such as electrical appliances, automobiles, lead-acid batteries and packaging materials. On the basis of summarizing the pilot experience, we will expand the product variety and field in a timely manner.

(1) Electrical and electronic products. Formulate guidelines and evaluation standards for producers' responsibility extension policies for electrical and electronic products, guide production enterprises to carry out ecological design in depth, give priority to the application of recycled raw materials, and actively participate in the recycling and resource utilization of waste electrical and electronic products.

Support the production enterprises to establish a new recycling system for waste electrical and electronic products, establish a reverse logistics recycling system based on the sales network, select commercial blocks and transportation hubs to carry out independent recycling pilots, use “Internet +” to improve the standard recycling rate, and select residential areas and offices. The district explores the strengthening of the connection between the garbage removal and recycling system, and vigorously promotes the recycling, utilization and disposal of waste electrical and electronic products to ensure the security of data and information. It is the first to pilot the construction of a new recycling system for waste electrical and electronic products in Beijing, and gradually expand the scope of recycling waste.

We will improve the recycling and disposal systems for waste electrical and electronic products, scientifically set the standards for the disposal of waste electrical and electronic products, and timely evaluate the implementation effects of the disposal catalogue of waste electrical and electronic products and make dynamic adjustments. Strengthen the collection and use management of waste electrical and electronic products processing funds, and establish a mechanism of “receiving and supporting and self-balancing”. Strengthen legal responsibilities, improve application conditions, strengthen information disclosure, and further exert the incentive and restraint role of the fund on the extension of producer responsibility.

(2) Automotive products. Formulate guidelines for the extension of the policy of producers of automobile products, clarify the evaluation criteria for the extension of responsibility of automobile manufacturers, product design should consider recyclability, detachability, priority use of recycled raw materials, safety and environmental protection materials, technical information to be used for maintenance Diagnostic equipment is open to independent repairers, including remanufacturing companies. Encourage production enterprises to use the after-sales service network to cooperate with qualified dismantling enterprises and remanufacturing enterprises to establish a reverse recycling system, support the recycling of scrapped cars, and promote remanufactured products. Explore and integrate the basic information of automobile production, trading, maintenance, insurance, scrapping, etc., gradually establish a national unified life cycle information management system, and strengthen the recycling management of scrapped automobile products.

Establish an electric vehicle power battery recycling system. Electric vehicles and power battery manufacturers should be responsible for establishing a recycling network for used batteries, using the after-sales service network to recycle used batteries, and collecting and distributing recycling information to ensure the recycling and safe disposal of used batteries. Power battery manufacturers should implement product coding and establish a full life cycle traceability system. (3) Lead-acid battery and beverage paper-based composite packaging. For specific types of industries such as lead-acid batteries and beverage-paper-based composite packaging with high concentration and complete recycling industrial chain, we will formulate, decompose and implement recycling targets at the national level, and establish and improve statistics, verification, evaluation, supervision and targets. Leading lead-acid battery manufacturers to establish a product life cycle traceability system, adopting independent recycling, joint recycling or entrusted recycling mode, and recovering lead-acid batteries through the network of their own sales channels or professional enterprises established at the end of consumption, supporting the adoption of “trade-in” "The way to increase the recovery rate. The backup power storage battery and the energy storage battery are discarded and handed over to the professional enterprise for disposal. Explore and improve the centralized collection and cross-regional transportation methods of production enterprises. Launched a pilot program for the recycling of beverage-based composite packaging. Support beverage-based composite packaging production enterprises, filling enterprises and recycling enterprises to form alliances according to the principle of marketization, and recycle waste beverages through the channels of filling enterprise sales, existing recycling system of recycling resources, and recycling of self-built networks. Encourage production enterprises to give technical and financial support to the weak links of the recycling chain according to the amount of recycling and utilization level, and promote the goal of recycling.

Fourth, safeguard measures

(1) Strengthen credit evaluation. Establish a credit information collection system for the production of electrical and electronic, automotive, lead-acid batteries and packaging products, and implement a credit information collection system that extends the responsibility of producers, and dock with the national credit information sharing platform to implement cross-departmental joint punishment for severely untrustworthy enterprises. Establish a report and publicity system for the production of four types of product backbone enterprises to fulfill the extension of producer responsibility, and take the lead in piloting some enterprises. Establish a third-party credit certification evaluation system with extended producer responsibility, and introduce third-party organizations to evaluate and verify the company's performance. (2) Improve the standards and standards. Accelerate the revision of the Circular Economy Promotion Law, the Waste Vehicle Recycling Management Measures, the Waste Electrical and Electronic Products Recycling Management Regulations, the timely establishment of lead-acid battery recycling management methods, the temporary measures for the recycling of new energy vehicles' power batteries, and the list of compulsory recycling products and packaging materials. (3) Increase policy support. The study will increase support for regional and related enterprise innovation support methods for pilots of producer responsibility extension. Encourage the use of government and social capital cooperation (PPP) models and third-party services to attract social capital to participate in the recycling of waste products. Establish a green financial system, implement green credit guidelines, guide banking financial institutions to give priority to supporting enterprises that implement the producer responsibility extension system, and support eligible enterprises to issue green bond construction related projects. Through the national science and technology plan (special projects, funds, etc.), we will support the development of key technologies for ecological design, green recycling, and recycling of raw materials. Support production enterprises, resource recycling enterprises and research institutes, colleges and universities to establish industry, university and research technology innovation alliance.

(4) Strict law enforcement supervision. Carry out special rectification of renewable resource distribution centers and ban illegal recycling sites. Strengthen the qualification management of scrapped automobiles and discarded electrical and electronic products dismantling enterprises, and regulate the management of special varieties such as lead-acid batteries. Strictly implement relevant laws, regulations and standards, and dispose of enterprises that fail to meet environmental emission standards and safety standards in accordance with regulations, and investigate and deal with unlicensed business practices. Establish a regular inspection and spot check system to continuously crack down on illegal modification, assembly of scrapped vehicles and illegal dismantling of electrical and electronic products.

(5) Active demonstration and guidance. Increase the promotion of recycled products and raw materials, give play to the leading role of public institutions such as the government, implement green procurement target management, expand the application of recycled products and raw materials, and take the lead in establishing a standardized, smooth and efficient recycling system. A number of projects with better implementation of the producer responsibility extension system were selected for demonstration and promotion. We will strengthen public opinion propaganda in the extension of producer responsibility, popularize the concept of green recycling development, guide the public to consciously regulate wastes, actively carry out waste sorting, and raise awareness of ecological civilization.

All regions and departments must attach great importance to the importance of promoting the extension of the producer responsibility system, strengthen organizational leadership, and promote the work in a solid manner. The Inter-Ministerial Joint Conference on the Development of Circular Economy should take the implementation of the producer responsibility extension system as an important work content, strengthen the top-level design, and coordinate the promotion of various tasks. The National Development and Reform Commission shall refine the implementation plan, formulate timetables and roadmaps, strengthen overall coordination and classification guidance, and report major issues to the State Council in a timely manner.
