Heavy Vehicle IV Standard "late"


In the 10 years from 2000 to 2010, the national emission standard for heavy-duty commercial vehicles was upgraded from State I to State III. According to Yin Hang, according to the assessment made by the relevant agencies to the Ministry of Environmental Protection, during this period, the total emission of four pollutants of carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter in motor vehicles was reduced by 60% due to the upgrading of emission standards. -80%.


Nevertheless, the “bottleneck” that restricts the transition of commercial vehicle emissions from State III to State IV still exists. Yin Hang said at the forum that the gasoline and diesel fuel used by the State III standard were not fully supplied, which affected the implementation of IV emission standards for medium and heavy-duty gasoline and diesel vehicles.


By the end of 2011, domestic heavy-duty diesel commercial vehicles and ignited vehicles are still implementing State III emission standards, and natural gas vehicles have entered the fourth phase of the emission standards.


Yin Hang introduced that at present, domestic medium- and heavy-duty commercial vehicles are mainly based on diesel vehicles. The implementation date of the fourth-phase emission standard for this type of vehicle was originally scheduled to be January 1, 2011, but due to the diesel supply constraints to meet this standard, The implementation date was postponed twice until it was finally delayed until July 1, 2013.


There are also some medium- and heavy-duty gasoline commercial vehicles in China. For the same reason, the fourth-phase emission standards will be implemented nationwide on July 1 next year.


It is predicted that if the intermediate and heavy vehicle IV emission standards can be successfully landed by July 2013, then the National V emission standard is expected to be implemented by the end of 2015.


Diesel quality "not to force"


At present, the country and many provinces and cities have relevant regulations on the quality of gasoline and diesel for vehicles.


The current national regulations for gasoline and diesel are implemented. From June 30, 2011 onwards, the third phase of the standard for vehicle gasoline and diesel is implemented throughout the country. The sulphur content of the oil must not exceed 350 PPM.


Last year, the Ministry of Environmental Protection also issued relevant control standards for vehicle gasoline and diesel pollutants, which regulates the content of polycyclic aromatic hydrocarbons and other pollutants in oil.


In some regions, such as Beijing, Guangzhou, and Jiangsu, local standards for the fourth phase of auto gasoline and diesel were released. Beijing also released the fifth phase of the automotive gasoline and diesel standard this year.


Yin Hang pointed out at the China-US Clean Commercial Vehicle Summit that although there are standards in many places, the current domestic supply of gasoline and diesel for automobiles is still not optimistic. It is in line with China III standards and the supply of gasoline and diesel with a sulfur content of no more than 350 PPM. Not all realized, the sulfur content of gasoline and diesel in many regions still stays between 600PPM-1200PPM. Only Beijing and Shanghai have achieved the supply of qualified diesel, and Jiangsu has supplied the compliant gasoline.


According to Yin Hang, at the beginning of the year, the petrochemical sector issued a draft for the requirements of the China National Automobile IV Standard for Vehicles and Gasoline. Originally, it was expected that the standard would be introduced by the end of this year. However, due to various reasons, this draft has already been stopped. Instead, the related standards for the fifth phase are directly started. It is expected that the standard will be released next year.
