Junping: Focus on exhaust gas control should aim at commercial vehicles

"Effective control and reduction of motor vehicle exhaust emissions will not only profoundly affect China's auto industry, but also affect the entire country, all regions, and everyone in the present and future life and health of China. It is also closely related to China's national image and national influence. The problem," said Yu Pingping, adding that a set of data is available, and that the share of commercial vehicle emissions above 3.5 tons is very obvious. Taking nitrogen oxides as an example, 34.6% of heavy trucks, 15.8% of medium trucks, 25.4% of big passengers, and 5.1% of Zhongke are all accounted for 80.9%, and the proportion of particulate emissions will be higher.

Yu Ping pointed out that although the number of commercial vehicles is one-third of that of passenger vehicles, the volume of bicycle exhaust and vehicle mileage are much larger than that of passenger vehicles, and its overall exhaust emissions account for a high proportion. Vehicle emissions regulations and policies should be the focus of motor vehicle emissions control.

In recent years, China's automobile emission standards have been continuously upgraded. The national timetable for the implementation of national IV emissions standards has been set for July of this year. The National V emission standards are planned to be implemented in 2015. According to statistics, the pre-national standard cars that accounted for 9.5% of the vehicle ownership accounted for more than 40.0% of the total emissions of the four major pollutants; and for the national standard III and above vehicles that accounted for 53.7% of their total emissions, Not yet 25.0% of total emissions.

Fuping said that the standard upgrade of vehicle emissions has been the most effective means of controlling and reducing vehicle exhaust emissions in the past 10 years. Every time the upgrade of automobile emission standards and the tightening of laws and regulations have achieved significant results in emission reductions. However, there is a phenomenon worth noting. Beijing has always been an area where national emission standards have been upgraded in advance. However, the frequent haze weather at the beginning of the year reminds us that automobile exhaust emissions are a national or even global problem. Control and reduction in local areas There may be no way to achieve good results. Focusing on national and industry-wide emission control and upgrading should be the basic starting point for the country to consider measures and formulate policies, while commercial vehicles should be the focus of emission control and optimization.

However, the emissions from commercial vehicles must meet the national IV standards, involving the upgrading of technologies and products of diesel engines and related industries. The diesel engine parts industry has the greatest impact, and the most important ones are the electronically controlled diesel injection system industry and the diesel engine aftertreatment equipment industry. The two industries in China are also lagging behind those in Europe and the United States, and are far from mature. Currently, they mainly rely on the products and technologies of imported and joint venture brands to meet the requirements of the National IV standard. The cost is higher.

The commercial vehicle IV regulations will be formally implemented on July 1, 2013. From State III to State IV, it is estimated that the cost of medium-sized vehicles will increase by 20,000-30,000 yuan, the cost of heavy-duty trucks will increase by 30,000-40,000 yuan, and the larger the vehicle, the heavier it will be. The higher the need to increase the cost.

Yu Ping is worried that full implementation of the national IV standard, the engine plant and vehicle manufacturers are facing a huge cost pressure. If the increased costs are borne entirely by the users, they will eventually be passed on to higher freight rates, affecting all aspects of economic activities and bringing about an increase in animal prices.

How to better solve the country's environmental problems and business cost pressures? Fuping suggested that the state must promote the upgrading of medium and heavy-duty commercial vehicles through the terminal car subsidy policy, thereby promoting the commercialization and industrialization of the electronically controlled diesel injection and exhaust aftertreatment industries as soon as possible, shortening the maturation process of relevant industries as soon as possible and reducing The gap in foreign countries has increased the competitiveness of self-owned commercial vehicles.

Luan Ping said that according to estimates, in the last five years, the annual sales of medium-sized trucks will be less than 300,000 vehicles, and annual sales of heavy trucks will be less than 700,000 vehicles. The national financial funds involved in the three years are approximately 260, 210, and 16 billion yuan. The country is now fully affordable. This investment is totally worthwhile in terms of improving the environment, improving bad weather, and reducing the huge cost of future environmental governance. According to a simple estimation, if the motor vehicle’s particulate emissions of 600,000 tons and 6 million tons of nitrogen oxides are used as the starting point in 2011, after the implementation of the national IV standard, the particulate emission reduction will be about 13% per year and 0.8 million tons, and the reduction of nitrogen oxides will be about 5%. 270,000 tons.
