Old days

When the automotive industry talks about the nationwide implementation of the three national standards and the forced addition of OBD policies in July of this year, they will all think of an unpleasant past.

In 1999, the central leadership asked Beijing to see the blue sky within five years. After some arguments, Beijing determined that air pollution was mainly caused by exhaust emissions from cars rather than dust at construction sites. At that time, two decisions were made: First, mandatory three-way catalytic converters were installed for all carburetor vehicles in use, and the unit price was between RMB 1,700 and RMB 2,000, which was borne by the users themselves; and second, there was no transition period for implementation of Europe. The No. 1 emission standard, which cannot meet the standards, cannot pass the annual inspection and cannot be used on the road.

This is a two-pronged decision because there were still tens of millions of carburetor vehicles running on the road in Europe. Therefore, in order to advance the policies and regulations, the government departments began to issue one after another "patch" measures.

At the beginning, the owners complained that due to the quality of the oil, the car would have a carbon deposition after a certain period of use. After installing a catalytic converter, many vehicles were greatly degraded, and even the roads could not be reached. As a result, the environmental protection department recommended an electronically controlled qi system to the market, but this move did not play any role other than making a German company make more money. Immediately afterwards, the problem of oil quality became more and more serious. The state was forced to issue a new fuel standard. Sinopec began to promote fuel additives and the cost of car owners increased.

After a series of passive transformations, the Standing Committee of the National People's Congress passed the "Atmospheric Law," which solved one problem: "In-use vehicles cannot be remodeled." This means new methods for new cars and old cars. However, the bill has left another question: What should happen if the fuel standard is not in sync with the emission standards?

The deeper the wound

Eight years later, Beijing began to implement the European No. 3 standard, which is the National No. 3 standard. However, the fuel standard is still not synchronized.

Officials of the National Development and Reform Commission said: "The 93 gasoline standard is well implemented in Beijing, but it is not necessarily true when it comes out of Beijing. Diesel is even more troublesome, and even fuel standards are not available now." According to Sinopec sales company, Beijing may stop this year. Gasoline No. 90 was introduced and No. 98 gasoline with a higher octane number was introduced. With cars that are accustomed to high-grade gasoline, once they leave a big city like Beijing, they will face the risk of oil products failing to meet the standards.

Compared with 8 years ago, the OBD that is now mandatory for installation is even more terrible. “Oil products are not up to standard, which means emissions will exceed the standard. Unable to be unified

In fact, from a technical point of view, oil standards are not a problem. According to Dan Weiguo, head of the China National Petroleum Economic and Technical Center, “In terms of the most important sulfur emission standards, Beijing requires that the sulfur content of oil products before the Olympic Games should not exceed 350 units, and it has been implemented in Beijing, Shanghai and Guangzhou. However, with the full implementation of State III, the nation's refineries must undergo technological transformation, and desulfurization equipment must be increased. This investment is not something anyone can get."

Now, the ball is kicked back to the National Development and Reform Commission. According to experts from the National Development and Reform Commission, at least 20% of the oil in the society currently comes from petrol refineries outside of PetroChina and Sinopec, and 8 years ago this figure was 40% in the western region. Still serious. In the face of local protection, the NDRC has not yet had a fundamental solution to the problem. In other words, the fact that the quality of oil cannot be unified continues.

“In January, a total of more than 20,000 new vehicles equipped with OBD were on the road in Beijing. We are still collecting this situation. “We have been communicating with the State Environmental Protection Administration and we hope to implement the implementation in phases and in batches. Shanghai seems to be unable to wait for the results of the communication between the NDRC and the EPA. It has decided to implement the three national standards simultaneously with the country. On the 12th of this month, Shanghai held a three-year environmental action plan meeting, which required that newly-launched taxis and buses must implement the national three standards on July 1.

Although we cannot predict whether the three national standards will be postponed, but from the analysis of the objective difficulties that cannot be solved by the oil problem, each place may set its own buffer time. The only thing that owners need to do is to think about where to be safe.
