Recently, the Jiangsu Provincial Department of Transportation issued the “Implementation Plan for the Promotion and Application of Natural Gas Vehicles in the Road Transportation Industry of Jiangsu Province†to deploy the promotion and application of natural gas vehicles in the road transportation industry.
In 2011, the Ministry of Transport listed Jiangsu as one of the pilot provinces for the promotion and application of natural gas in the national road transport industry. Natural gas is a clean energy source encouraged by the state. The State Council's Natural Gas Utilization Policy lists natural gas vehicles as a priority development project. Whether using LNG (liquefied natural gas) or CNG (compressed natural gas), it is beneficial to reduce vehicle exhaust pollution. According to estimates, the use of LNG vehicles can reduce carbon dioxide emissions by a third compared to gasoline and diesel vehicles, and hydrocarbon emissions can be reduced by four-fifths. At the same time, according to the current fuel price, the fuel cost of LNG vehicles is about 30% lower than that of gasoline and diesel vehicles.
At present, Jiangsu Province has fully exploited the gas source by developing underground pipeline gas sources and offshore LNG gas sources. For example, the Dongyangkou Port LNG Phase I project has been completed and put into operation, and the annual processing capacity of LNG has reached 3.5 million tons. The proportion of buses and dual-fuel taxis using CNG as fuel in the province's bus and taxi industry exceeded 10% and 50% respectively. LNG vehicles have made breakthroughs in key technologies. A LNG car with a 410-liter cylinder can travel from 600 km to 800 km. When the distance is right, it avoids refueling during driving.
The development goal of promoting the application of natural gas vehicles during the “Twelfth Five-Year Plan†period in Jiangsu is to promote the use of LNG clean energy for intercity intercity shuttle buses, tourist chartered buses and fixed-line trucks, and continue to guide urban buses and taxis to use CNG or LNG clean energy. By the end of 2015, we will strive to operate 6,000 vehicles for LNG operations. Among them, the intercity passenger bus and tourist chartered buses reached 5,000, accounting for about 20% of the total passenger bus and tourist chartered.
In this year, Jiangsu has placed 500 LNG vehicles in the provincial inter-company company line, and 150 new LNG vehicles have been put into the freight line, with a total of 1,000 and 300 vehicles respectively. Considering the construction of gas stations and the development of road passenger transport, the focus is on piloting passenger transport lines between Nanjing, Suzhou, Wuxi, Nantong, Changzhou and Zhenjiang. From 2013 to 2015, Jiangsu will gradually expand its application scope on the basis of pilot demonstrations. In terms of operating passenger vehicles, we will expand to all provincial passenger transport companies in the province, and encourage the use of LNG vehicles on mature routes. In terms of operating freight vehicles, we will promote LNG vehicles in the transportation and transportation pilots of Class 4A and above. In the past three years, 700 new LNG fixed-line freight cars have been added, and the total number has reached 1,000. In terms of urban passenger vehicles, local governments have been actively promoting the use of natural gas-powered buses and taxis, and strive to reach the end of the 12th Five-Year Plan. The proportion of natural gas-powered city buses and taxis increased by 5% and 10% respectively.
In order to strengthen the development and promotion of the new energy automobile industry, the Jiangsu Provincial Department of Transportation has set up a natural gas vehicle promotion and application group to be responsible for the organization and coordination of the development and promotion of the new energy automobile industry. It is required that the local transportation departments should focus on the research and development in light of local actual conditions. Specific work promotion plan and supervision and implementation, earnestly implement the policies of the state and governments at all levels to encourage the development of the clean automobile industry, and give play to the joint efforts of their respective departments; encourage the use of LNG for new or updated long-distance buses and fixed-line trucks. LNG vehicles give passengers extra points and priority arrangements; encourage and support LNG-based automobile transportation enterprises to strive for special funds for transportation energy conservation and emission reduction, and LNG vehicles in “Jiangsu Express†and “Jiangsu Express†brand recognition and financial assistance Focus on the slope; use LNG tractors to hoard the priority of car purchase subsidies; urban buses, taxis use natural gas clean energy, and give a tilt in the relevant subsidies.
