The core competitiveness of enterprises is not strong; the conversion rate of scientific and technological achievements is low, and the impact and leading role of adjusting product structure, transforming traditional industries, and cultivating new industries are not yet significant; the scientific and technological input is insufficient, and the rational pattern of multiple investment by governments, enterprises, and society has not yet The formation of a technological innovation system with enterprises as the main body has just started, and it has not yet been truly formed.
