Electric vehicle double alliances are inevitably different

Recently, led by the SASAC, 16 central enterprises spontaneously organized the Central Enterprise Electric Vehicle Industry Alliance (hereinafter referred to as the Central Enterprise Electric Vehicle Alliance) was formally established. The major central enterprises from the fields of vehicles, batteries, and charging services will focus on the future cooperation in the development of electric vehicles and will promote the industrialization of electric vehicles as soon as possible.

Miao Wei, Deputy Minister of Industry and Information Technology, said that he hopes to establish ultra-conventional development through the "competition and cooperation" between enterprises through the establishment of this alliance to regulate the unregulated competition in the domestic electric vehicle industry.

The reporter learned that the scope of membership of the alliance is not only a central state-owned enterprise. With the advancement of the work, the next step will be to attract local state-owned enterprises, private auto companies and even foreign-funded enterprises to join together to jointly promote the development of the electric vehicle industry.

"Double Union" is mixed in parallel.

With the establishment of the electric vehicle alliance of the central enterprises, the alliance led by the SASAC and the China Automotive Industry Association’s "TOP10 Electric Vehicle Industry Alliance" will form a parallel situation.

SASAC insiders said in an interview with reporters that the central enterprise electric car alliance is the integration of the entire industry chain of the electric car industry, and TOP10 is an industry organization formed by the vehicle companies. There is no relationship between the two.

Dong Yang, executive deputy chairman and secretary-general of the China Automobile Association, said that the two “alliances” are spontaneous joint ventures, and the government level only plays a supporting role.

Xu Liuping, chairman of Changan Automobile Group, also told reporters that there are obvious differences between the two “alliances”, one is the alliance of technology and industry of central enterprises, and the other is the mechanism platform for top 10 companies to discuss major issues. At present, the key stage of the development of the electric vehicle industry is the “Alliance”. Although it is established spontaneously by the company, it also reflects the support of the national level for the development of electric vehicles and is crucial for the development of electric vehicles.

The reporter noted that both the "TOP10 Electric Vehicle Industry Alliance", which has been established for a long time, and the newly-established electric vehicle alliance of the central enterprises, have received mixed reviews.

Industry insiders believe that although the "TOP10 Electric Vehicle Industry Alliance" has released a roadmap for the development of new energy automotive industry, some member companies still separately formulate new energy vehicle development routes, and the phenomenon of individual ownership among the members reflects the looseness of this alliance.

An industry person who does not wish to be named is equally skeptical about the role of the central electric vehicle alliance. “From the historical experience, to promote the development of electric vehicles, the joint ministries and commissions must establish a joint conference system under the impetus of the State Council, so as to promote the rapid development of electric vehicles in China, and rely solely on a ministries and commissions of the SASAC to promote electric power. Zhang Zhiyong, secretary general of the National Automobile Service Committee Automobile Advisory Committee, believes that SASAC, as a representative of a central SOE, unifies the views of central SOEs and focuses on the will of SOEs as the responsibility of SASAC. Central enterprises related to the development of electric vehicles can use the alliance as a platform. More development opportunities are beneficial to the industrialization of electric vehicles.

Alliance "expansion" is imperative

At that time, the current development of the "Alliance" had already had a concrete plan, but it was not yet convenient to disclose it.

The reporter learned that the question of the “Alliance” by the local authorities is more about the formation of a state-owned system barrier against the “Alliance”, which has hindered the development of new energy vehicles, especially pure electric vehicles, by other ownership enterprises.

In fact, Li Rongrong, the director of the SASAC, has clearly stated at the “Alliance” inaugural meeting that “Alliance” is an open platform. “After a period of time, the 'Alliance' can further absorb other related companies at home and abroad to join and expand the alliance. The influence and driving force of the healthy development of China's electric vehicle industry."

Liu Jun confirmed to reporters that the “Alliance” does have plans for capacity expansion. China Minmetals Corporation and China Electronic Information Industry Group Co., Ltd. are positive about participating in the “Alliance”. After a period of operation, the “Alliance” is for some local SASACs. The responsible auto companies, private auto companies, and upstream and downstream companies in the industry all share a welcoming attitude.

Xu An said in an interview with reporters that if the central electric vehicle industry alliance is open to private auto companies, BYD will apply for membership.
